Assistant Director, Housing Choice Voucher (HCV) Program

POSITION SUMMARY:

Under the supervision of the Vice President (VP) of the Housing Choice Voucher (HCV) Program, the Assistant Director of the HCV Program is responsible for assisting the HCV VP with coordinating the functions of the HCV/Section 8 Program, including supervision HCV personnel, overseeing client participation to ensure HUD regulations are being followed, managing additional functions of the HCV/Section 8 Program and recommending procedural updates to promote efficiency.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Ensuring that participant terminations and grievance hearings are properly processed.
2. Monitoring Housing Assistance Payment (HAP) enforcement by providing information as needed.
3. Meeting with clients, property owners and external agencies to receive input regarding the operation of housing programs, assessing needs and addressing concerns.
4. Conducting informal hearings as needed, and making appropriate recommendations in accordance with the Authority’s policies and procedures.
5. Ensuring clients receive available services by cooperating with other authorities and service providers.6. Assisting personnel with handling difficult or complex problems with clients by offering alternatives and working directly with clients, as needed.
7. Preparing and submitting monthly reports detailing the prior month’s fiscal performance.
8. Interpreting and applying Authority policies and procedures, departmental policies and procedures, and other relevant policies and procedures.
9. Monitoring performance of HCV personnel through periodic inspections of properties, files, and reports.
10. Coordinating training programs for HCV personnel.
11. Assisting VP with assuring that the department is adequately staffed during all business hours.
12. Counseling HCV personnel regarding job performance and documenting counseling in accordance with established policies and procedures.
13. Conducting periodic HCV staff meetings as instructed.
14. Monitoring and analyzing the effectiveness of policies and procedures, and preparing recommendations and revisions, as needed.
15. Opening and closing the Program’s waiting list in accordance with approved policies and procedures.
16. Maintaining up-to-date computer information within parameters relevant to program administration (Payment Standards, FMRs etc.).
17. Issuing Vouchers and conducting Participant Orientations.
18. Processing Participant Portability Requests.
19. Processing Participant Recertifications and New Participant Processing, as needed.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

1. Knowledge of Authority policies and procedures, particularly as they pertain to personnel management and program management.
2. Knowledge of Department of Housing and Urban Development (“HUD”) rules and regulations that apply to property management.
3. Knowledge of laws and standards that apply to Housing Choice Voucher (HCV) Management such as Fair Housing Laws, Landlord-Tenant Law, and local/state laws.
4. Knowledge of basic office practices, procedures, and equipment.
5. Knowledge of principles of management and supervision.6. Knowledge of the operation of the Authority’s computer system and software.
7. Ability to read and interpret policies and guidelines in order to make sound decisions.
8. Ability to prepare clear, concise reports and make appropriate recommendations within scope of responsibility.
9. Ability to establish and maintain effective working relationships with peers, superiors, participants, community service agencies and the public.
10. Skilled in analyzing situations in order to identify problems and offer possible solutions.
11. Skilled in communicating with all types of people in a wide variety of situations.

EDUCATION AND EXPERIENCE:

1. High School Diploma or GED.
2. Business Courses.
3. Minimum of five (5) years’ experience in housing management (preferably, some in public housing).
4. Experience working with the public.
5. Must be bondable.
6. Must possess a valid driving license and be insurable.
