POSITION SUMMARY:
Under the direction of the Chief Operating Officer, the primary purpose of this position is to oversee the administration and management of the Agency’s Housing Choice Voucher (HCV) Program, including personnel functions and budget management. Performs administrative, managerial, and supervisory tasks of the Housing Choice Voucher Program. Responsible for the Agency receiving at least a satisfactory rating concerning HUD agency scoring systems, such as Section 8 Management Assessment Program (SEMAP), PIC, and other future HUD-required evaluation systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Coordinates the daily operations of the Housing Choice Voucher Program and assists the Chief Executive Officer in planning, developing, organizing, directing, and implementing the program.
- Works with the Chief Executive Officer to assist in the development of the Agency’s strategic and operational plans. Effectively manages the development of organizational structures, plans, and implements internal policies, programs, goals, and priorities for the HCV Program; makes recommendations to the Chief Executive Officer for changes as needed.
- Establishes reporting systems to monitor and evaluate the HCV Program on a frequent and continual basis and maintains a schedule for regular reviews of the administrative plan, other policies, procedures, and documents that govern the program to ensure compliance with applicable federal, state, and local regulations.
- Assists in the oversight of the Agency’s facilities, equipment, supplies, monies, files, records, documents, and reporting as it relates to HCV.
- Responsible for the timely preparation and submission of the Section 8 Management Assessment Program (SEMAP) annually; Monitors agency conformance, identifies and implements measures to correct deficiencies.
- Assists in preparing the Agency’s Annual and Five-Year Plans.
- Assists in the preparation of the Departmental budget; Reviews and analyzes requests and expenditures for compliance with the budget; Recommends necessary budget revisions to the Chief Executive Officer on a timely basis.
- Supervises management staff, providing ongoing assistance to support a positive and productive working environment.
- Monitors staffing levels to ensure capacity to achieve organizational objectives, based upon approved budgetary guidelines.
- Monitors, oversees, and/or recommends the recruitment, selection, employment, training, direction, supervision, utilization, evaluation, discipline, and termination of HCV employees to the Chief Executive Officer. Makes recommendations to the Chief Executive Officer regarding salary ranges, employee benefits, and revisions. Reviews periodic reports on the accomplishment of assigned goals and objectives.
- Coordinates and participates in HUD confirmatory reviews, other audits, and reviews of the Housing Choice Voucher Program. Serves as the agency’s point of contact for all audits and reviews and for follow-up actions on audit/review findings. As necessary, investigates allegations of program fraud and abuse.
- Establishes and maintains ongoing communications and interactions with agency executives, subordinate staff, applicants, participants, HUD programs staff, and with outside individuals and organizations to ensure the effective administration and marketing of the HCV Program and to expand affordable housing opportunities. Represents the Agency in court and in other public forums.
- Prepares written reports and responses to inquiries from the government, city, state, and other entities regarding the HCV Program and other agency matters.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of the general operations and procedures of a Public Housing Agency relative to the Housing Choice Voucher Program.
- Knowledge of the purposes, policies, and regulations of the Housing Choice Voucher Program as established by HUD or SHA.
- Knowledge of the local, state, and federal laws governing the Housing Choice Voucher Program, including Housing Quality Standards, health and fire regulations, fair housing, landlord/tenant regulations, and evictions.
- Demonstrated knowledge and ability to understand the terms, conditions, and content of the SHA’s Housing Choice Voucher Administrative Plan.
- Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by the Housing Authority and/or HUD.
- Skill in addressing the public and other bodies and presenting information in a clear, organized, and convincing manner.
- Ability to manage complexities and competing priorities. Ability to coordinate information and activities among groups with differing agendas, across multi-functional areas. Ability to meet aggressive deadlines.

EDUCATION AND EXPERIENCE
1. A Bachelor’s degree in Business, Public Administration, or a closely related field from an accredited college or university and two (2) years of responsible managerial experience in public housing or five (5) years of responsible administrative experience in a closely related field (e.g., a regulatory Agency).
2. The following Certifications must be obtained within one (1) year of employment or other allowable period of hire as authorized by the Chief Executive Officer:
- HCV Management
- Enterprise Income Verification System (EIV)
- Fair Housing
- Housing Quality Standards (HQS)
3. Must be bondable.
4. Must possess a valid driving license and be insurable.
