POSITION SUMMARY: The primary purpose for the Investigator position at the Selma Housing Authority is to preserve the peace and safety of Selma’s public housing communities. The Investigator is responsible for enforcing the lease, enforcing laws, protecting life and property, maintaining peace and order, and conducting criminal investigations. He/she is responsible for using accepted law enforcement methods to include narcotics investigations, surveillance, directed patrols and community-oriented policing to enforce the lease and laws to prevent crime, and for establishing and supporting security programs and activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Enforces local, state, and federal criminal laws.
2. Enforces Housing Authority and HUD regulations using accepted law enforcement methods and techniques to improve the quality of life for residents of public housing.
3. Observes activities to detect criminal activity or violations of tenant lease, rules, laws and regulations through surveillance, observation, or patrol, using surveillance equipment such as cameras, camcorders, etc.
4. Receives complaints from residents in person, by referrals from local law enforcement agencies/departments and documents reported complaints on department forms such as field interview cards, etc. and initiates action necessary to resolve complaints.
5. Investigates criminal activities by conducting observations, interrogations, or interviews, by researching data or criminal files and by exchanging information with other law enforcement agencies.
6. Arrests suspects for observed or reported criminal violations.
7. Investigates the criminal history of public housing applicants and conducts investigations as needed into alleged fraud, misrepresentation of income, etc. and makes recommendations regarding suitability for public housing.
8. Recommends eviction of tenants involved in criminal activity or violation of lease agreement by preparing and forwarding documentation to the Complex Manager.
9. Counsels residents on rules, lease, and law violations and documents counseling accordingly.
10. Enforces the SHA Criminal Trespass Policy and maintains current listing of trespassed individuals.
11. Compiles case reports concerning findings of investigations of reported or observed crimes for use in developing a case file for investigations or for use during court appearances, etc.
12. Provides court testimony related to an arrest or administrative matter such as evictions, asset forfeiture, etc. using case files, reports, and other documentation.
13. Educates and informs residents of security programs and procedures and assists in establishing security programs in public housing communities to improve the quality of life and decrease criminal activity, including drug-related crimes.
14. Attends resident meetings to solicit participation, to discuss problems and concerns of residents, and to determine ways to combat or resolve problems such as crime, etc.
15. Attend training programs, as needed, on new procedures or methods to include use of computer systems and software, innovative law enforcement procedures related to crime reduction or drug investigations, and department of HUD regulations and procedures, that may be required to maintain law enforcement credentials.
16. Assists the local Police and Sheriff’s Departments as requested.
17. Assists and support SHA personnel and management as needed.
18. Attends SHA meetings as required.
19. Ensures SHA management is informed of area activities and any significant problems.

EDUCATION AND EXPERIENCE

1. High School Diploma (or GED) or equivalent.
2. Two-year college degree, preferably in criminal justice or public safety.
3. Current P.O.S.T. certification prior to employment.
4. Upon employment, you must maintain firearms proficiency and physical requirements.
5. Three to five years of related experience in law enforcement, loss prevention, security, or corrections with specialized training in surveillance, undercover narcotics investigations, K-9 units, community-, neighborhood- or problem-oriented policing.
6. Considerable experience dealing with the public. 
7. Must possess a valid Alabama state driver’s license.
8. Must be insurable and bondable by the Authority insurance carrier.
9. Must be available to work nights, weekends, holidays, and flexible work schedules as needed.

1. STOOPING: Bending downward and forward at the waist. Requires full use of lower extremities and back muscles.
2. KNEELING: Resting on knee or knees.
3. CROUCHING: Bending downward and forward at the leg and spine.
4. CRAWLING: Moving on hands and knees or hands and feet.
5. REACHING: Extending hand(s) and arm(s) in any direction.
6. STANDING: For extended time periods.
7. WALKING: Especially for long distances.
8. PUSHING: Using upper body to press against something with steady force.
9. PULLING: Using upper body to draw, drag, haul, or tug objects.
10. LIFTING: Use of upper body and back muscles to lift objects.
11. FINGER DEXTERITY: Using primarily just the fingers to make small movements such as typing, picking up small objects, or pinching fingers together.
12. GRASPING: Using fingers and palm on an object.
13. FEELING: Perceiving sensual characteristics of objects including size, shape, texture, temperature, etc. through touch.
14. TALKING: Especially where one must frequently convey detailed or important instructions or ideas accurately, loudly, or quickly.
15. REPETIVE MOTIONS: Movements frequently and regularly required using the wrists, hands, and/or fingers.
16. AVERAGE HEARING: Able to hear average or normal conversations and receive ordinary information.
17. AVERAGE VISUAL ABILITIES: Average, ordinary visual acuity necessary to prepare or inspect documents or products or operate machinery.
18. PHYSICAL STRENGTH: Heavy work such as required by Alabama law for law enforcement officers including exerting up to 100 lbs. occasionally, and/or up to 50 lbs. frequently, and/or 20 lbs. regularly. Authority’s fleet insurance carrier.
