Accounting Specialist

POSITION SUMMARY:

Under the supervision of the Accounting Coordinator, the Accounting Specialist is responsible for the performance of moderately difficult clerical accounting functions. As the successful candidate gains experience, more complex clerical accounting duties will be assigned. Work requires use of some judgment and interpretation of departmental and fiscal policies and regulations. Employee is expected to make decisions based on applicable policies of the Authority and solve problems identified by others.

(NOTE: Failure to provide adequate services, in an accurate and timely manner, may result in lost or misused revenues, inaccurate financial statements and financial problems for employees, contractors, and suppliers.)

MAJOR DUTIES AND RESPONSIBILITIES:

1. Assisting with preparation of the budget.
2. Assisting with establishing, maintaining, and reconciling the general ledger.
3. Assisting with establishing and maintaining supplier accounts.
4. Processing supplier invoices.
5. Ensuring data is entered into the accounting system in an accurate and timely manner.
6. Processing and issuing checks for account payables.
7. Assisting with the annual audit.8. Maintaining financial files and records.
9. Running daily accounting paperwork in the absence of Property Managers.
10. Collecting rent payments from drop areas in the absence of Property Managers.
11. Processing payments and deposits in the absence of Property Managers.
12. Initiating the eviction process for the Authority and acting as a Representative in Court when necessary.
13. Running Outstanding Balances Report semi-annually (January and July) to retrieve amounts owed by vacated tenants and charge off.
14. Backing up for E-LOCCS Accounting System.
15. Performing other related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

1. Ability to properly use, update, and maintain accounting software.
2. Knowledge of accounts payables, accounts receivables, and payroll processing.
3. Knowledge of Authority’s policies and procedures, particularly pertaining to financial and asset management.

EDUCATION AND EXPERIENCE:

1. High School Diploma (or GED) or an equivalent combination of technical training, preferably supplemented by courses in business practices.
2. Previous experience in accounting.
3. An equivalent combination of technical training and experience to meet the required knowledge, skills and abilities is acceptable.

SPECIAL REQUIREMENTS: 

1. Must possess a valid driver’s license and be insurable.
2. Must be bondable.
