POSITION SUMMARY: Under the supervision of the Maintenance Supervisor, the Maintenance Foreman directs the activities of the maintenance staff and maintenance contractors engaged in preventive and rehabilitative maintenance for the Authority’s developments and day-to-day maintenance activities. Knowledge and judgment are required in purchasing supplies and equipment, and in inspecting and evaluating work performed. The Maintenance Foreman performs duties with little supervision; however, work performance is evaluated through observation of effectiveness and efficiency and by results of building inspections reports and report reviews.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

MAJOR DUITES AND RESPONSIBILITIES INCLUDE:

1. Directs a program of building and grounds maintenance, encompassing all HA-owned properties.
2. Works with maintenance staff, advising on technical areas and variations of schedules.
3. Provides advice on ongoing and proposed projects and handles special projects as required.
4. Inspects buildings, grounds and equipment.
5. Assists with maintaining the specifications and inventories of supplies and equipment, checking equipment maintenance daily and assuring that adequate supplies are on hand and that work is performed as scheduled.
6. Assists with the requisition and disposal of supplies; makes periodic audit checks of supplies and equipment and takes immediate corrective action when discrepancies occur.
7. Assists with the coordination of work with related state, local, and federal agencies and with Housing Authority departments.
8. Assists with safety and training programs for maintenance staff.
9. Assists with supervision of maintenance staff and clerical support staff.
10. Dispatches maintenance staff.
11. Supervises the performance of limited bookkeeping and accounting for the department.
12. Performs other related duties as required and/or assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

1. Must have extensive knowledge of local, state, HUD, and national life-safety and building codes.
2. Must have considerable knowledge of maintenance, grounds care and cleaning equipment, materials, supplies, methods and procedures, and be able to convey this knowledge through training to maintenance staff.
3. Must have working knowledge of preventive maintenance and work orders systems; Experience in developing and implementing the system is highly desirable, though not essential.
4. Must be able to communicate well, both orally and in writing, with all levels of the Housing Authority’s staff.
5. Must be willing and able to work flexible hours.
6. Must have the ability to effectively plan and supervise the activities of a number of maintenance staff engaged in various maintenance activities and to make accurate estimates of time and materials required.
7. Must have a thorough knowledge of the assembly and maintenance of various types of heating, ventilating, air conditioning and refrigeration equipment.
8. Must have a thorough knowledge of methods, practices, tools and materials used in major building trades.
9. Must have the ability to establish and maintain effective working relationships with staff, supervisors, residents, other departments, Housing Authority officials and the general public, at large.
10. Must have the ability to inspect to determine need for maintenance and to plan programs of Preventive Maintenance. 

EDUCATION AND EXPERIENCE:

1. High School Diploma or GED, four years’ experience in the building trade or related fields and progressively responsible experience in building maintenance.
2. Must have master’s level mechanic ability in one or more of the trades classifications with four years hands-on working experience.
3. Or, an equivalent combination of education and experience to meet the required knowledge, skills and abilities above.

SPECIAL REQUIREMENTS:

1. Must have a valid vehicle operator’s license.
2. Must be bondable.
3. Must be insurable by the agency’s fleet insurance carrier.
